We're getting this error message 1/2 through install iPrint on XP
Failed to manage the Spooler Service.
The service cannot accept control messages at this time.

Quick check, just in case you've overlooked something (like I do from time
to time):
1. XP is fully patched
2. You're running the latest iPrint client
3. The server is patched to SP6 plus all post-SP6 patches including
wsock6k.
4. The Novell client is at the latest version
5. DST patches have been applied to server and workstation
Have you had any luck with the Knowledgebase?

I know this is a LONG time after you've posed this message, but I had the same problem, and your unresolved issue is the only hit I got doing a search (of several different types) on this problem. I called Novell, and the tech didn't have an immediate answer, but we worked through a work around.
On your system, you likely have a fax service running. If you will go into the control panel, select Administrative Tools, then Services, and find that Fax service. Change it from Automatic to Disabled. Reboot the workstation. After it reboots, you should be able to install the iPrint client. After that, reset the service to Automatic again (assuming the workstation still needs the service), and reboot. You will then be able to install printers normally.
